The Department for E-Governance and Administration at Danube University Krems / Austria (EU) is looking for an enthusiastic new colleague to improve public governance through the widespread application of technology.

We are the leading Austrian research institution for public governance, with long-lasting collaborations within the international research community, industry, as well as within public administration; including the Austrian Chancellery, the Federal Ministry of Finance, the Federal Ministry for Digital and Economic Affairs, the Federal Ministry of the Interior, the City of Vienna, or the Austrian Federal Computing Centre. The Department for E-Governance and Administration also hosts, together with the Federal Ministry for the Civil Service and Sport, the GovLabAustria, an innovation lab for the public sector.

You bring:

  • Graduate in Computer Science, (business) informatics or any other study with a clear and demonstrable focus on ICT
  • Master’s level or higher degree (or equivalent qualification)
  • A deep interest to perform research on the intersection between public administration, science, industry, and society
  • A deep understanding of data driven-approaches, process design, and digital transformation
  • The ability to identify problems on your own and provide solutions to them
  • You enjoy working with collaborative technologies, also remotely
  • Teamwork and constant exchange come naturally to you
  • Excellent English, written and spoken

Would be nice:

  • You possess experience working in a scientific environment
  • You have been part of an international research project already
  • First-hand experience in scientific publishing and writing research grant proposals

You will get:

  • Regular, project-based employee contract, starting 15.04.2019, limited to 30.9.2020 but with the clear intention for extension.
  • 2.738,91 EUR gross per month with 38.5h/week (W3/1 according to the Work and Remuneration Regulations – DBO of Danube University Krems) – we are willing to pay a higher salary according to qualifications and training.

Scope of project “ManyLaws”, in which you will work:

The project aims to deliver a set of novel services for citizens, businesses, and administrations of the European Union, built upon text mining, advanced processing and semantic analysis of legal information. To achieve this, ManyLaws will access big legal data currently produced and published in multiple national or EU public data sources (e.g., EUR-Lex, NOMOS), link it and transform it to structured open datasets. By combining data coming from a multiplicity of sources, ManyLaws aims to achieve seamless and inclusive access to legal information across EU and improve the efficacy of decision-making in legislative procedures operated by public bodies. Furthermore, the activity will cater for making available the total of semantically annotated input data, intermediate data sets, and output results through the European Data Portal.

For reinforcing our team at the Department for E-Governance and Administration at the Faculty of Business and Globalization, we are searching for a highly motivated researcher for a non-tenured position.

For a non-tenured faculty position, responsibilities include collaborating on informatics/social sciences projects in multidisciplinary teams, supervising students during their Master’s thesis, teaching courses, and participating in service activities as well as in the development and/or expansion of national and European research activities. Rank is open based on qualifications.

This is a full-time, 3-years, non-tenure track appointment (limited until September 30th, 2019) with possible extension depending on funding and performance. 

Required Qualifications for Non-Tenured Position:

  • Master’s and/or doctoral degree (Ph.D.) in Informatics (preferably Business-, or Legal informatics), Information Science or suitable combination of disciplines (Social Sciences and/or Legal Sciences within Informatics background).

Desired Qualifications for Non-Tenured Position:

  • Experienced in and active contributions to national and/or European/international research projects
  • Experienced in and active contributions to scientific publications and dissemination
  • Ability to teach and supervise students
  • High personal interest in the research areas E-Democracy, E-Government, E-Participation, Open Data, Data-driven administration/politics etc.
  • Hands-on programming skills (e.g., Java, C#, Python, JS)
  • Skills in qualitative and quantitative research methodologies
  • Expertise in data architectural design and analysis as well as in governance frameworks
  • Ability to work collaboratively within an interdisciplinary team that includes computer/social scientists, legal experts, faculty, and staff
  • Willingness to travel
  • Excellent English language proficiency (German language proficiency is beneficial but not mandatory)
