Update des Praxisleitfadens zu den Standards der Öffentlichkeitsbeteiligung

Die Standards der Öffentlichkeitsbeteiligung – Empfehlungen für die gute Praxis, sind Qualitätsstandards für Beteiligungsprozesse. Sie wurden von einer Arbeitsgruppe unter Beteiligung von Ministerien, Kammern, NGOs und externen Fachexpertinnen und Fachexperten im Rahmen eines Projekts im Auftrag des Bundeskanzleramtes und des Lebensministeriums erarbeitet. Die Standards wurden am 2. Juli 2008 vom österreichischen Ministerrat beschlossen und damit der Bundesverwaltung zur Anwendung empfohlen.

Der Praxisleitfaden zu den Standards der Öffentlichkeitsbeteiligung gibt praktische Tipps und Hinweise zur Durchführung von Beteiligungsprozessen. Dieser Praxisleitfaden wurde nun überarbeitet und von Dr. Peter Parycek und Mag. Daniel Medimorec um sogenannte elektronische Beteiligung, oder E-Participation, ergänzt.

Wer sagt was zu welchem Thema und warum eingentlich? Jede/r Abgeornete/r hat mehrere Rollen und Funktionen. Wissen zu den einzelnen Rollen und Funktionen sowie Informationen über die unterschiedlichen Aktivitäten aller Abgeordneten soll gesammelt und angeboten werden. Dieses non-profit Projekt soll in verschiedenen Phasen umgesetzt werden, erst eine Recherche über alle Abgeordneten soll über unterschiedliche Kanäle erfolgen, in späterer Folge sollen diese Daten informationsunterstützt verfeinert und angereichert werden. Für weiteren Input und Ideen ist man sehr dankbar.

Zugriff über die Homepage des Stadt Wien www.wien.gv.at, anhand der Seite wird das System auch vorgestellt. Ein Einstieg ist über Themen: Politik und Verwaltung möglich.

Wien ist als Land und Gemeinde ein Sonderfall in Österreich, daher sind der Landtag und der Gemeinderat in einer Datenbank zusammengefasst. Bereits am Tag der Sitzung können Informationen abgerufen werden.

All major platforms: PHP und Windows. Drupal as non-specific content handler: wordpress/Joomla are targeting specific markets (Blogs & small sites); Drupal ist “content free”,  daher ideal für E-Government. Renaissance for eGovernance & SEE 5-7th October 2010 Portorož, Slovenia

The Centre for eGovernance Development (CeGD) and Microsoft prepared this well organized Conference, with interesting and valuable content and professional presenters. This three-day event targeted at government policy makers and decision makers who focus on how technology can transform the public sector in the areas of citizen services, education, and healthcare.

The conference also aims to provide a platform for leaders, technocrats, researchers, practitioners, and academics across the SEE region to present and discuss their research findings, experiences, strategies, policies, technologies, case studies, and best practices in the field of eGovernment and eGovernance. The Centre for E-Government of Danube University Krems is cooperating with the Centre for eGovernance Development since its foundation in 2008 and also took part in the Bled Forum 2010.

A special website is available at where detailed information, including the agenda and list of speakers, is provided.

Central European Conference on Information and Intelligent Systems, CECIIS 2010 22nd – 24th September 2010, Varaždin, Croatia

After having participated in the conference in the last two year’s, Mag. Daniel Medimorec again represented the Centre for E-Government of the Danube University Krems at the 11th Central European Conference on Information and Intelligent Systems, CECIIS 2010, the 21^st ICT conference in Varazdin (previously just called IIS: Information and Intelligent Systems.

The conference was organized by the University of Zagreb, Faculty of Organization and Informatics (FOI) in Varaždin, Croatia, and had a strong technical approach and an excellent reputation in the SEE-region.

The conference started with an invited lecture about this year’s topic of the conferenc Service Science by o. Univ. – Prof. Mag. Dr. Wolf Rauch, Dean of Faculty of Social and Economic Sciences of the Karl-Franzens University in Graz, Austria. This was one of the most interesting presentations of the day.

Conference: CECIIS 2009 Varazdin – Croatia

Central European Conference on Information and Intelligent Systems CECIIS 2009 Varaždin – Croatia

After participating in last year’s conference, Mag. Daniel Medimorec represented the Center for E-Government of the Danube University Krems on the 10th anniversary of the Central European Conference on Information and Intelligent Systems, CECIIS 2009, organized by the University of Zagreb, Faculty of Organization and Informatics (FOI) in Varaždin, Croatia. He was Invited Lecturer on the second day of the conference.

The Center for E-Government and the Faculty of Organization and Informatics (FOI), represented by Prof. Bozidar Klicek, have been cooperating closely on European projects since 2006 making it a great pleasure to take part in the tenth anniversary of CECIIS.

Austrian E-Government Strategy

Mr. Medimorec delivered a presentation about Austria’s work in the field of eDemocracy and eParticipation, about the working group that has been dealing with this topic for the last three years, and about projects implemented in this field in Austria. He also gave an outlook on further developments in Austria.

Furthermore he presented projects, what the Center for E-Government has planned for 2010. He extended an invitation to participate at the European E-Governance Class 2010, scheduled for May 3rd to 5th 2010 at the Danube University Krems/Austria with special emphasis on the countries of Southeast Europe (SEE). With the EDem10, the 4th International Conference on eDemocracy (the call for papers is already open) scheduled for May 6th and 7th 2010 and also taking place on the premises of the Danube University Krems/Austria, this presents an excellent opportunity to combine the two events.

Online-Tool hilft bei EU-Wahlentscheidung

Online-Tools wie ”Wahlkabine” helfen unentschlossenen Wählern sich in der Parteienlandschaft zurecht zu finden. Für die Europawahl am 7. Juni 2009 entwickelte das European University Institute (EUI) in Florenz das Online-Tool “EU-Profiler“, um insbesondere BürgerInnen der EU eine Entscheidungshilfe bei der kommenden Wahl für das Europaparlament zu bieten. Bemerkenswert ist der Umfang des EU-Profilers, da dieses Tool ca. 300 Parteien aus 30 Nationen umfasst.

Ein ähnliches Ziel verfolgt die Plattform Votematch.eu.

Ähnliches Tool in der Schweiz

Unabhängig von der Europawahl wurde in der Schweiz bereits ein ähnliches Tool entwickelt: Smartvote.ch. Diese Onlinewahlhilfe wurde beim Internationalen Rechtsinformatik Symposion vom 26.-28. Februar 2009 in Salzburg analysiert. Die Rechtswissenschaftliche Fakultät der Universtät Salzburg lud Gabriela Felder, Andreas Ladner und Jan Fivaz zur Diskussion.

Zusammenfassend wurde festgestellt, dass Smartvote von rund 16% der WählerInnen verwendet wird. Obwohl es große soziodemographische Unterschiede unter den BenutzerInnen gibt, ist eine Verringerung der “Digitalen Spaltung” merkbar. So hat sich die Ungleichverteilung zwischen Männern und Frauen  beinahe ausgeglichen und zwischen den Generationen ebenfalls verbessert.
96-100% der Smartvoteuser gehen tatsächlich auch wählen, auch wenn hier kein kausaler Zusammenhang abzuleiten ist. Das Tool wird als Serviceeinrichtung wahrgenommen und wirdals Unterstützung bei der Entscheidungsfindung verwendet.
